IPA 2008

PROJECT FOR SUPPORT OF THE DIRECTORATE FOR PERSONAL DATA PROTECTION

The Directorate was user of the IPA 2008 - Instrument for pre-accession assistance of the European Union. The final version of the document for project tasks was adopted in 2010, and the procedure for selection of the best bidder for the project was implemented by the Delegation of the European Commission. The project implementation started on 10.01.2011, with duration of 18 months.

The project aimed to strengthen the powers of the Directorate for Personal Data Protection, improving the implementation of legislation in the field of personal data as well as raising public awareness about their right to protection of personal data.

The project activities were divided into 4 components:

Component 1: Harmonization of the national legislation with the EU legislation

Component 2: Strengthening the institutional capacity of the Directorate for Personal Data Protection

Component 3: Raising public awareness of the right to personal data protection as a human right

Component 4: Upgrading the IT infrastructure of the Directorate for Personal Data Protection

PROJECT - SUPPORT IN THE PREPARATION OF STRATEGIC DOCUMENTS AND APPROPRIATE ACTION PLANS INCLUDING RESEARCH ON MEDIA AWARENESS FOR IMPLEMENTATION OF THE RIGHT TO PERSONAL DATA PROTECTION
 

During the period from March to December 2011, the Directorate for Personal Data Protection has benefited from funds from the IPA 2008, Component 1, from the project Support in the preparation of strategic documents and appropriate action plans, including research on media awareness for implementation of the right to personal data protection.

The project implemented by the consulting firm IBF International Consulting and the experts Mr. Edmond Miletic and Mrs. Verica Trajkova, conducted two components:

1. Supporting the Directorate in making strategy for implementation of the right to personal data protection by:

- Assessment of existing action plans;

- Analysis of best practices from the EU;

- Finding appropriate solutions for a strategic approach to the personal data protection;

- Support in the preparation of a strategy for the protection of personal data;

- Consultative events.

2. Research on media awareness of the right to personal data protection.

- Review of the practical implementation of the right to personal data protection;

- Best practice in European media for data privacy;

- Methodology for monitoring media awareness for the personal data protection;

- Consultation process and focus groups of media workers.

Result of the first component of the project is the adopted Strategy for Protection of Personal Data 2012 - 2016 with an Action Plan for its implementation. The strategy as a medium document paves the work of the Directorate, the development of the data protection and the efforts to guarantee the right to privacy.

Result of the second component of the project is the survey of media awareness and media professionals’ awareness in respecting the principles of personal data protection in their media publication.

Final event of the project was International Conference on strategic approach to development of mechanisms for personal data protection, held in November 2011.

In presence of delegations from most European countries and the Council of Europe, despite the promotion of the aforementioned documents, the legal framework for operation of the law on personal data protection and its practical implementation and modernization of EU legislation, was discussed.
